Consultation services (SIN 874-1) are provided to agencies to formulate a strategic plan and to develop measurable goals and objectives. KENTCO will provide expert advice, assistance, guidance or counseling in support of agencies’ management, organizational and business improvement efforts. This may include studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples of consultation include but are not limited to: strategic, business and action planning; systems alignment; cycle time; high performance work; leadership systems; performance measures and indicators; process and productivity improvement; organizational assessments, program audits, and evaluations.

Consultation Services support agency management in:

KENTCO provides expert advice and assistance in formulating agency strategic plans and in developing time-framed (annual, five-year and ten-year) impact and performance targets. Impact Targets reflect whether the agency strategic plan is successful overall; five-year and ten-year performance targets provide crucial information on what needs to be done to refine policy and programmatic directions as progress is achieved toward meeting intermediate objectives; and annual targets support periodic reporting requirements and the submission of the agency Annual Performance Plan in compliance with GPRA. Annual Performance Plan submissions usually correspond to agency annual budget requests for the same year. In this case, the summer and fall of 1998 were devoted to preparing the Fiscal Year (FY) 2000 Annual Performance Plan and FY 2000 agency budget request submissions to the Office of Management and Budget.

It is important to acknowledge the flexible nature of any performance plan and corresponding measurement system. Targets and measures are not static. As a program is implemented, participants learn more about the relationships among organizations, resources, outputs and outcomes. As knowledge is gained, targets and performance measures are refined and modified as needed.

Targets and measures represent the collective views and best thinking of the strategy architects in today’s environment. A long-term planning methodology is needed to guide future efforts, coordinate the use of resources, and avoid duplication of effort. A review process also is essential to evaluate whether the plan is meeting national priorities, performance measures and impact targets. In developing performance targets and measures, certain assumptions are made about programs, data systems, resources, and exogenous factors. In some cases, data for the proposed targets and measures do not exist and need to be developed. If it becomes evident that certain data cannot reasonably be acquired, alternative targets and measures must be defined.

Several disciplines are available to assist agency management in improving agency performance. First and most important is the definition of a performance measurement system. The performance measurement system defines the linkages from agency mission, goals and objectives to performance and impact targets.
