& Project Management
Program Integration and Project Management services (SIN 874-7) are provided to government agencies to improve the management and reporting of the agency activities in pursuit of its goals, objectives and improved overall performance. Factors external to any single agency may significantly affect the achievement of the agencys goals and objectives. Therefore, a strategic plan with agency goals and objectives must be developed to yield measurable outputs designated as "performance targets." The overall success of the agency is expressed in terms of "impact targets" related to specific outcomes essential to the mission of the agency.
Program Integration and Project Management services (SIN 874-7) are required to prevent duplication and unnecessary redundancy among agencies with similar or overlapping missions. The integration of program functions across agency lines is accomplished through the establishment of interagency working groups to facilitate the coordination of plans and activities. The Office of Management and Budget (OMB) is the executive agency that reviews agency strategic plans and annual performance reports each year. These plans and reports provide the single point of reference for assessing overall agency performance.
KENTCO personnel currently support several interagency working groups. The program integration and project management services concentrate on coordinating technology development programs across Federal law enforcement agencies. Quarterly meetings are scheduled to review progress in specific areas of technology under development for communications, tracking and surveillance, contraband detection and information exploitation technologies. The integration of agency requirements and formulation of federal standards for system performance allow participating agencies to achieve better efficiency and benefit from economy of scale through larger volume purchases of new systems and equipment.
Project management functions in support of each agencys program development activities are typically achieved through the development of work breakdown structures, PERT diagrams and GANT program schedules. These tools provide the program managers with the information on progress and plans to coordinate effectively with program managers within each agency and across agency lines. These tools also serve to track budget expenditures and provide outyear cost projections.
